I get it, if we are talking about the "2 years of school + 1950 hours of employment" option. My question was regarding the second option, which is currently "3900 hours, no school". They have proposed to reduce the number of hours by half, and there's no "school" requirement. So my question is, if they reduce this number of hours necessary to apply for PR, will that matter if these hours worked are on-campus (Teaching/Research Assistantship that so many international grad students get), on off-campus work permit or it MUST be a regular work permit with no restrictions.

This does matter, because many of us have worked part-time during school/full-time in summer and this was all skilled work. These hours would be more than enough to qualify. Once we got out of school it's hard to find a job (for some occupations) so there was a break in employment/we had to take jobs, which were not necessarily skilled but at some point you just take any job in order to pay rent.

RA/TA is considered skilled employment and there are a few on this board who have succeeded getting PR under CEC (2 year work requirement). As of right now, the only requirement is that work be authorized (does not have to be a specific type of work permit, only that it be authorized). The problem for many RA/TAs is meeting the full-time work equivalent requirement, if they only work 10-20 hours per week for 2 semesters - it's difficult to get to 3900 hours within the 3 year time limit.

If the requirement is reduced to 1 year (or the part-time equivalent of 1950 hours), this may not necessarily help, if the time limit is also reduced to 2 years.
 
No update. Not really sure if the reduction from 24 months to 12 months will be announced on 01 July 2012. The circular only read that the details on the change will be announced later in the year.

Again not sure if 'later in the year' is Q3 or Q4 of 2012 and even if announced if the effective date would be immediate?
