I received sinp but my proof of funds is not up to three months. Is there a way I can formally cancel my nomination and apply again?

I think you are talking about ITA rather than Nomination..because, it is amazing for someone to receive nomination with the POF not three months old..
For ITA you can send them email and they will withdraw this ITA..and it is advisable to do this than to loosing time waiting.

Not really sure, only few people has Your noc with 69 ponits and sk has more than that requirement they will come down to 65 then 63
