When to give my PCC? - Travel to India from USA

Hello All - Thank you for all the timely responses.

My current status is IELTS is completed with CLB 9 and WES ECA is in progress.

I am currently on my H1-B and plan to go to India in Dec and return in Jan 2019.

Since I have stayed 6+ months only in two countries (India and USA) - I only need two PCCs. However, the question is what would be the right time to give it?

I was thinking of initiating my US PCC before I travel and Indian PCC once I am back - Is this the correct approach or should I initiate both once I am back?

Initiate both when back to USA. It's better.
You can initiate the US one before you travel, but it really doesn't take much time to get it, so might as well wait so that it's as fresh as possible, therefore remaining valid for the whole application processing period of 6 months, which happens to be the accepted validity by CIC for "country of residence" PCC.
For India PCC, it needs to be issued after your last visit there.
