When to get Police clearance certificates?

I live in India. However, I have spent a few months in US on business trips. So is it ok to get US PCC before even creating the express entry profile?

Do we have to send any letter from CIC (regarding PCC) to FBI?

Have you spent total of 6 months or more in the US ?
If not, you don't need a PCC.

You can get your US PCC now, as long as you do not return to the US between the date your PCC is issued, and when you submit your eAPR.

I don't think you need a letter from CIC for FBI PCC. Check the requirements here: http://www.cic.gc.ca/english/information/security/police-cert/north-america/united-states.asp
