When to ask for the Certificat de sélection du Québec?

Hello,
My husband I are in Québec. He will sponsor me. We do not know at what point we need to ask for the Certificat de sélection du Québec, because in IRCC in the form IMM 0008 it asks for it, but in the site of Québec it says, first we need to submit the application to IRCC then when IRCC sends us a letter that my husband has been approved as a sponsor, we can send the application to Québec. Very confusing. So what now?
What sppnsorship application do we have to send in first? Or both at the same time? If we send to Québec an application without the letter from IRCC, how will they later process anything?
And if we do not say to IRCC we have applied for the CSQ, our application may gets refused. Thanks in advance for your help.

It won't get refused, you select in that form that you haven't applied yet and leave blank for the CSQ number.
You apply for CSQ after the sponsor has been approved and the federal government indicates that you can send your application to the provincial government

Just a follow up question. On the form it says, if I don't have the number, I have to write the date I applied. So do I leave this field with the date empty?
