Hi, it is our understanding we must apply for CSQ *after* we have submitted our outland spousal sponsorship package... we will receive confirmation from IRCC that they have received it and only then can we apply for CSQ?

However, this question makes us think differently. Should we just put "No" and leave the date out? Or are we missing something here?

Just don't fill it in, that's what we did and worked well:

Outland application from London, UK

Application submitted Feb 19
Biometrics Instruction letter September 3rd
Sponsor approval letter Sep22, saying case moved from CPC-Sydney to CPC-Ottawa
Quebec undertaking application sent Sep23
Quebec CSQ pending

By the looks of it CSQ comes much later after the IRCC sponsorship application? By reading above, your initial application was sent Feb 19 and the CSQ was started on Sep 23, is that normal processing time or did you decide to do CSQ later on?

I was at an understanding the CSQ can be started immidiately as soon as IRCC confirms that they have received the initial application - hope that I have that information correct?

(And that the overall estimated processing time for both = 18 months in grand total)

Unfortunately you're wrong:


You can send CSQ only once ircc tells you that you are eligible as a sponsor and that you are now ready to send CSQ application. This is the so called "sponsor approval letter" which states in which visa office your application was sent to.

It is too early to send CSQ application if all you got is acknowledgement of receipt letter (AOR) from IRCC:

"IMPORTANT REMINDER
You must receive confirmation from Immigration, Refugees and Citizenship Canada that your sponsorship application has been approved before submitting your undertaking application to the Ministère. We do not process sponsorship applications that are submitted without proof of this confirmation"

Once you got that sponsor approval letter from ircc (yes, it took 6 months to get it after we sent our initial application apparently due to covid as usually it takes only 2-3 months), you must send a copy, along with CSQ application to the MIFI (quebec immigration).

In the meantime...you need to do biometrics.

Thanks for the info. Normally the processing time is 18 months for outland spousal sponsorship to Quebec, including CSQ. During these times with Covid is it expected it to be more like 21 months if there is an extra 3 months for CSQ? Or even longer than that? Difficult to say, most likely, just wondering what the feeler is these days..

My partner just accepted a job in Quebec and I sent in my outland application, so from your post, I will have to wait for the application to be received to apply for the CSQ? I've already applied for the open work permit, how does that affect applying for PR?
