When should my husband apply for SOWP (from within Canada)?

I am currently an international student in Canada. My husband is on PGWP right now, valid till Oct 2022. By the time his PGWP expires, he is planning to apply for SOWP.
Should he apply for SOWP based on my study permit (valid till Sep 2022) right now, or should he wait until I get my PGWP and apply for SOWP then?

Wait until you get your PGWP and a NOC 0, A, or B job with three pay stubs.

Applying now makes no sense because his SOWP would be valid no longer than your study permit.
