When should i Contact Manila?

Hi every one
My application has done 15 months from the day of application received and still not get CRO or PR visa also my medical has expair on Aug2014 and Manila did not ask me to do remedical,i order GCMS note last time after sending additional documents and its show me every thing is going normal except criminal status it was showing criminality not start i dont know why,i ordered new GCMS note which i did not receive yet may be will receice on 10 Dec 2014.
Now should i contact Manila or still wait?
We both sponser and applicant living out side Canada and we file outland application.

Since the 15 months have passed, you CAN ask what's going on.

You could use the case specific inquiry on the Manila consulate website, which might take a while until they answer you. Or, you could inquire through your MP.

I know you don't live in Canada now, but if you already know which area you are going to settle in when you return to Canada, you can contact the MP for that area and ask them to make an inquiry on your behalf. CIC usually responds to MP inquiries very quickly - like in a day or two.

FYI... generally, the criminality and security checks are the LAST step before approval, so it's normal to not see them done in case notes, unless they are ordered close to or after approval.

The time count actually began when Manila received your app after sponsor approval, so you are at around 14 months right now. You can still inquire but they may or may not respond because you are still within the posted processing time.

Manila must still communicate with the different government/security agencies in Pakistan to perform all of the required checks on you. This can take quite some time, one of the reasons for Islamabad's long posted processing time.

10 sep 2013 was my sponser wife approved and my file was farwarded to Manila.

Yes, I saw that. Sept 10th, 2013 to Nov 18th, 2014 is 14 months and 8 days. Factor in the actual mailing time that it took for Manila to receive your file (usually a few weeks) and it's been, as I said, about 14 months.

Actually I've noticed that couples living outside Canada seem to often get delayed processing... I know someone else, Heather (her user name is Hwseyl if I remember correctly) who is living in Japan with her husband and their two kids, and they applied a year ago. Since they've been married for a long time and have kids she thought proving their relationship would be an easy breeze and that part was fine I assume, but they seem to have had a hiccup with the "intent to reside in Canada" part.

I think I'd send an inquiry - they may or may not answer, but if you're lucky, they might!
