When should I apply for the CSQ?

Hi all! Happy New Year!

I am just very confuse with everyone telling the different things when I just asked when and how to apply for the CSQ.
In my case, my husband is sponsoring me, our application got refuse by missing out the mail that the CIC request us the CSQ info last year. So now we are applying ALL OVER AGAIN for the second attempt. But since my travel visa will be expire in June. I already book a ticket to leave Montreal in March and will return to Montreal in September. Should I go apply for the CSQ now while my sponsorship application is being sent to the CIC? Or do I have to wait until I get a CIC letter request first? What documents do I need to attach with the CSQ application and how long does it take to have the cert? Do I have to apply in person (meaning I have to be there when I apply the CSQ or my husband can do it for me while I'm away?)
Very much appreciate if any one can give me a clear answers to all the above questions. Thank you!

We applied AFTER we received the letter from CIC to proceed with a CSQ. We filled out the CSQ application while we waited and signed it once we got the CIC letter to proceed.

The list of documents to submit with a CSQ application is in on the MICC website. From memory, it was not as many as for CIC. Once we submitted the application, it took about 20 working days to get the CSQ back to us in the mail.

Both will have to sign the CSQ application so the form might have to be mailed between Montreal and where you'll be.

It took 3 weeks from the moment we sent our application to CIC and for the letter to proceed to with CSQ to arrive. It took another 4 weeks to process the CSQ application.
