When should I apply CEC?

Please guide me to decide on the time when should I apply. I am completing my 2 year on Nov 16, 2012. During those 2 years, I had my usual vacation and I took 20 days unpaid vacation.

Am I still okay to apply last week of November or should I wait 1st week of December taking 20 days into account.

Please suggest!

for what I know is that you might have problems with those 20 days, becouse they were unpaid meaning you were not paying taxes for those days.
Can you wait 20 days more?

Thats what I am thinking - I am going to apply December mid ...But do you know how they calculate ...??
