Those were the ones who submitted the interest to sponsor form back in early 2020.
They didn't allow new people in 2021 and 2022 is still yet to be open for applications.

And yes, only the number has been disclosed so far.

Doesn’t change the fact that they just invited people in September and there are huge immigration backlogs in every category and 2 emergency situation. Last thing IRCC really needs to is to run another PGP draw less than 6 months since the last one.
