In case of PNP, you will have to submit POF as part of nominee application to the province. Once you are nominated and invited to apply, you will need to need to submit it as part of eAPR as mentioned above.
In Express Entry, you have to be invited by CIC to submit your application for PR. This invitation (ITA) is solely based on your CRS score. As per the current trend, you should have a CRS of 468 and above to get a direct invitation to apply for PR (ITA). In case your CRS is less than what it takes to get direct ITA, then you can apply for provincial nominee program; if nominated, 600 points will get added to your current CRS making it eligible to receive ITA in the next round of invitation. In this case, first you will need to submit proof of funds (POF) as part of your nomination application to the province. If the province nominates you, you get 600 points added to your CRS and once you get ITA, you will again need to submit POF as part of your eAPR (as mentioned above).

As per the trend in 2016, the draws has been mostly on Wednesdays, the last draw was on April 20th, today, there was no draw, most probably there could be draw on May 4th, if not for sure on May 11th.
