its already half of the month and no draw yet? deym are they waiting for more EE applicants that has LMIA and PNP?

if they do this every month our chances get dimmer. hope they draw tom. if they do lowest score should be around 600+

Actually it may not be completely impossible. Although they have to stick with their rules and draw mechanisms (and likely their targets for 2015), they have full authority to control invitations per draw and possibly points distribution in pool.

For the first 4 draws CIC have made it deliberately low in invitations to make sure nobody without LMIA gets invited. [rant] Maybe they run out of people with LMIA so they are delaying draws [\rant]

Yeah they're just erratic, might happen tomorrow, might happen next Wednesday but they most likely aren't just waiting for more lmias/pnps, Chris Alexander said in his express entry speech in December that they anticipated inviting lots of people without either

on the brighter side, they cant afford not to make a draw for this month of at least two times

because if they wait for higher scores or peeps with lmia or pnp or
refuse to give ITAs to people with lower crs scores , they might not meet their targets.

i am optimistic cic will or cannot maintain a high cutoff CRS score, it kinda defeats the purpose of their permanent residency program.

because again, the requirements have not changed,
you still just have to score 67 points min and up and then they decide to give you PR or not.

they just came up of a new system to process the cream of the crop first then eventually go down. give PRs to people with available jobs first.
because most of us people with lower CRS scores does not mean we are not qualified.
we still scored 67 or higher. in my case we got 71.
we are just at a disadvantage as of now since we dont have a bonus of 600

my agent is optimistic we will eventually get ITA later this year. we just have to be patient.
if the immigration target is around the hundred thousands, are there enough candidates with LMIA or PNP?
LMIA and PNP as I understand has caps. (correct me if i am wrong)

I've heard there is no cap on LMIA for PR purpose. But then the requirements are much stricter than LMO from before, so I doubt many would even attempt to apply LMIA, let alone getting approved.

From what I read, immigration application of people who have job offers, do not count towards CIC's target for FSW. They are counted separate.

PNP has a cap. FSW has a cap, that is mentioned in official docs. I'v seen no caps for LMIA in official docs or CIC website.

2015 Immigration target was set in 2014. IIRC, it was 120k for express entry - meaning total of FSW, FST, CEC and EE portion of PNP.

exactly. granted LMIA has no cap on PR. I dont see LMIAs being issued by the ten thousands.

as you said its very strict, immigration knows LMIA can be exploited so they are very tedious and careful on issuing it

My wild theory is that there have only been 2 actual draws so far - end of January (1st draw) and end of February (4th draw). The 1st and 2nd draws were one and the same draw, separated for whatever reason, that's why they happened so close together and had the exact same number of ITAs (they just took a 1500+ number and split it evenly in two). The 3rd draw was to correct CIC's mistake with FSW/CEC eligibility, so it was just a technicality. Just to be clear, that's all only speculation (though many people would probably agree about the 3rd draw, if not the 2nd one). Because of this, I don't expect the next draw until the end of March.
