One only needs to look at how long it took for the Conservatives to pass and implement C-24. C-24 was a priority for the Conservatives and it took over 3 years for it to finally get implemented.

No, it didn't take them three years, I have no idea where you have that number from.

It was tabled in February 2014 and got royal assent in June 2014.
The new citizenship rules became effective in June 2015.

That is 4 months for the law to pass and 16 months for complete implementation.
 
The Bill C-24 changes were, however, part of the campaign promises made in 2011, and Jason Kenney subsequently promised them by the end of 2012, and then Chris Alexander similarly promised the legislation to be adopted by the end of 2013. Bill C-24 was not tabled, however, until February 2014, adopted June 2014, changes to grant citizenship requirements coming into force June 2015.

While that is just a rough outline for how it has gone before, not a for sure timeline for Bill C-6, not at all, the legislative process takes time.

Speculating on the timeline for Bill C-6 is just that, speculating. Sometime this year or next year is as good a guess anyone can reasonably make.

C-24 was part of their platform during the federal election in 2011. They promised to push it through ASAP. It came into effect in 2015.
