when does CIC Starts counting six months ??

plz help me in getting clarification about the start date when CIC Starts counting 6 month period.

i got my AOR on 29 February 2016.(at this time i didnt submit PCC).

I submitted PCC on 28 june 2016 and got acknowledgement about the same on 30 june 2016.

So when does my 6 months period starts ? from 29 February 2016 or 30 june 2016

6 months starts once your application passes completeness check. However, as mentioned above every application is different and 6 month estimate is based on 80% of applications.

For my case:

AOR submitted 30-03-2017, with medical tests and police clearances.
Still not get any answers, BG showing In Progress.

Does anymore could explain potentials reasons?
