Discretion of CBSA officer. Why try to not follow rules and take risks? You'll find in this forum accounts of those who went before 3 weeks for fall semester and paid the price of refusal of entry and cost of new plane ticket.
Tried to look for those threads or any other reference.. Pls share if you have quick access to any.....I'm booked to arrive on the 18th of Dec, spend the 14 days in quarantine and move in to the dorm on the 11th of Jan. That makes 23 days.

Everybody here quoting 3 weeks max but no one posts a link to any official guidance. People who get refused entry are generally trying to come in a few months before and less than convincing they can support themselves without working before classes start which is the main concern of CBSA.

If you arrive Dec 18 you then have to quarantine for 14 days which takes you to begin January leaving you very little time to sort out anything at all. So being 2 days over 3 weeks will be the least of your problems given big part of your quarantine is over the holidays and you are not allowed to leave quarantine at all unless a medical emergency.

CBSA of course have the final word but if you have an isolation plan and any other documentation to support your study permit and college being on the COVID ready list personally think you may be over thinking things.

It's risk . Better you change it . Otherwise take a chance . Mostly they refuse because of pandemic

Is your permit approved and you are studying fall semester, if yes, you can go now. If permit I'd approved and starts January, you can travel 3 weeks before.
thanks for the response. Do you know the source of the rule? I know they said in one of the webinars but I just want to know where this rule comes from.

Thanks for the perspective, I kinda kicked in to a bit of a panic mode. What you say makes tons of sense,

Do we have to arrive and complete our quarantine before our classes begin? My classes will be conducted online and I don't think I can make it in time due to personal commitments.

I agree completely. However, as I know we can call CBSA even outside of Canada. I think that's what we should all the before making any travel plan.

Others can comment but do not see any reason why you could not start your courses online assuming your quarantine accommodation has internet access of course. There isnt any rule have seen other than that you cannot leave your accommodation that says someone cannot work or access the internet online from their accommodation

Above is a personal view only

Agreed and ultimately is up to the individual to decide what to do but to be concerned whether 21 days or 23 days when 14 of those are in quarantine the OP is in danger of overthinking that CBSA would not be lenient over couple days when main focus will be the isolation plan.

Again upto to the individual to decide

Ultimately though decision is still yours whether you want to check with CBSA or even the airline given checkin agents can be inconsistent in interpreting the rules. You would hope a couple of days would make little difference but this is only a public forum, not IRCC or CBSA.

Just want to note that it's not just a thing said in this forum. It's mentioned very clearly in one of the webinars organized for Indian students by IRCC and I listened it. Bu as you said I could not find any other official source for this rule.

I also wonder the same thing. I saw that in one of the IRCC webinar they said students who have enrolled in winter 2021 term have to travel at least 3 weeks before the start day of their program. Is it true? What's your opinion @ohbruh ?
Yes. You may not allowed to enter at the border, if you travel too early even you satisfy all the requirements.

You can travel as early as 3 weeks before the start date stated on your LOA. If you want to travel, you may try but too risky. It's totally up to CBSA officer to let you in or turn back.

I think this is more of a guideline and there is most probably a high risk of be turned back if you're there 4 to 5 weeks before the start of your program. In any case I'll find out through a few contacts and even the immigration advisor in the university and let the forum know.
