When can International students other than those studying Msc or PhD bring their Spouse(Family) to Canada?

Hello,
Master and PhD students can still apply for SOWP for their spouse. But my question is that, when can students pursuing NON MSC and PhD programmes bring their family to Canada?
Is it after graduation? or after getting a job? or after getting Permanent Residence?

I have been looking for this information but did not get it.

Have you tried applying immediately though? They just said soon spouses of non master's and phd won't be allowed. Didn't give timelines on when that policy would take effect
