Not old enough for what? If they are young and able to work, then let them get a work visa. If they are not young enough to work and pay taxes then they're (IMO) a burden to the system.

If they are expected to work, they can apply in economic class immigration. family sponsor isn't the proper way for this purpose

How old are your parents? You start losing a lot of points with age.

I would calculate how many points your parents have under Express Entry. You may find it's not feasible if their age reduces their overall points too much.

Yeah - unfortunately they're going to take a huge hit on points. They'll be awarded zero points out of a possible 100 for their age. Again, I would calculate their overall Express Entry points. If they're over 400 points - there's hope.
