You probably should get your police checks ASAP. It doesn't matter if you haven't lived in hk since 08. My wife immigrated to the USA from china in 2003 and is now a naturalized US citizen but we still had to get the Chinese checks (and we had to get a relative to go to the actual security bureau to get it) even though we only went back once in 2007 for two weeks. We also couldn't submit the older Chinese check from 2003 that she got when she immigrated to USA despite her not having been back for more than six months. Doesn't make sense but that is CIC for you

Not that I enjoy defending CIC or anything, but it actually does make sense. The policy is that police certificates are necessary for all countries where one lived for 6 months or more as an adult and those certificates are valid as long as CIC receives them within 3 months of the date on them. If you submit an application years after you ordered a previous set, of course Canada is going to want to see fresh records. I mean, how do you expect CIC to know if your wife went back to China since then or not? And moreover, how much time would they waste verifying it when they could just concentrate on whether the person has a rap sheet or not via a fresh police cert?
