Thnxxx a lot for d information u have posted on dis thread ...coz i was goin thru a similar confusion shd i submit my documents widout d PCC as i m waiting for d FBI PCC and it takes upto 12 weeks ...and i m really constrained by d time ....rite now i m battling wid dis question of how do i send my fbi finger prints to d fbi ...coz they have asked for a return mail option as in a prepaid envelope ...and i have no ways of doin it as i dont have a fed ex account ...and have no idea whr i can get a priority prepaid mail ...plzz help ...
You do NOT submit PCCs to the CIO-Sydney. IF your application is recommended by CIO for further processing, you will need to submit the PCCs to your local visa office.

RE FBI clearance - Prepaid envelop or Fedex account are OPTIONS, not a requirement. If you do not chose either of these options, they will send it using regular mail (no charge), to any country - mark "First Class Mail". Depending on the speed/reliability of mail delivery in your country, this can be good or bad...

The FBI application requires your actual address ("home address"), but there is also a place for "Mail results to address" If you have any friends or family in the USA, you can have the certificate (it's really just a letter) mailed to them, and they can forward it to you...

You can believe what you hear, or you can believe the information provided by the FBI.

Download the applicant information form, you will see. This is a relatively new form, but even the old form had the separate "mailing address" option...

http://www.fbi.gov/hq/cjisd/fprequest.htm

You will also see that you can enter someone else's name - "C/O" means "care of" - that's the format we use in the USA to indicate that someone else will be receiving your mail... so you would put your friend's name here....

Also, if you click on the link to FAQs, see FAQ #3
http://www.fbi.gov/hq/cjisd/faqs.html

3. Can the FBI send the results to someone (or agency) other than myself?

Under Departmental Order 556-73, the results must go back to the requester, unless otherwise specified on the signed application. Note: The FBI will not send results to a government agency.
