You do NOT submit PCCs to the CIO-Sydney. RE FBI clearance - Prepaid envelop or Fedex account are OPTIONS, not a requirement. If you do not chose either of these options, they will send it using regular mail (no charge), to any country - mark "First Class Mail". Depending on the speed/reliability of mail delivery in your country, this can be good or bad...
The FBI application requires your actual address ("home address"), but there is also a place for "Mail results to address" If you have any friends or family in the USA, you can have the certificate (it's really just a letter) mailed to them, and they can forward it to you...
