What's the requirements of CEC O type

I checked CIC website ,but didn't look for the details,for example: language, education.
I work as a software development manager in a small startup company,
Do I　apply PR ?

generally speaking yes you qualify to apply for pr under cec BUT you have to meet the eligibility requirement(work experience+language) and not be inadmissible to canada under criminality,security and medical.

You need to find your noc code and make sure your duties match
You should also read the CEC website thoroughly to understand requirements as education may not be one of them for your noc
