whats the difference between criminality and security check

hi guys can anyone explain the difference and who conducts the checks

i ordered gcm notes my criminality shows passed
secuirty in process -is this conducted by canadian agents assuming?

Criminality is police checks within Canada and other countries.

Security is done to check if you are a threat to Canada in any means, terrorist or if you belong to any bad organization.

Criminality is to check whether you meet official traces or have none. This is why we need to submit police certificates of character from the countries where we resided for (PCC) 6 months or more.

Security is to check whether we have any participation in organized crime, terrorism, or other strong crimes/offenses, fraud, breaking of immigration/border-crossing rules of other countries, which may be not uncovered and tracked by official police.
