But your income should be considered which related to your expenses. Manitoba and Saskatchewan are not the places where you can earn high apparently meaning is same of living in high or low cities. It is not that you are earning high in Saskatchewan/Manitoba and expending less.
 
Vancouver! West coast , best coast! but honestly you dont have to live in downtown.. live in suburbs and save some money..
