can a dependent in a PR application ask CIC for any documents(such as COPR) from the PR application without permission of the principal applicant

As far as I am aware, only the sponsor and the principal applicant can access the application information or request details from CIC. What is your specific concern?

Zardoz is correct. Only the principal applicant and sponsor. Dependents are not able to access information without signed permission as an authorized representative on the file.
