What to send to CIO? All Documents or Selected? Visa Office-Singapore

I'd like to know one thing from the experts.
What are the papers to be sent to CIO office at first or should I send all the papers to CIO and if CIO finds it ok, they will send it to Singapore office for further processing?

This issue is confusing me.

To the CIO:

Send only the documents stated in the following document checklist (the CIO document checklist):

After you receive their approval letter, you will have to send them all of the documents stated on the following document checklist (the visa office document checklist )"Singapore":

For the personal history on the Schedule 1...Am i supposed to include marriage dates and birthdates of my children on this list?

Each memeber of your family listed in the application of permanent residence (spouse, common-law partner, dependent children who are 18 years or older) must complete his own copy of that form (the schedule 1 background declaration).

There is no any question in that form (schedule 1 background declaration) asking you to write the marriage dates !! :

The marriage dates are only asked on the aplication for permanent residence which must be completed only by you as a principal applicant (question number 9):
