My friend has an ongoing PnP process in PEI which is already more than 15 months since they applied. Unfortunately there is a risk of layoff due to his companies economical struggle. He has an open work permit without a new job offer. What is his option to keep his application valid. Is there any period to allow him find a new job without impacting his application.

See the quote below. If he loses his job, then he needs to notify the province immediately. Usually a person is given a few months to find a new job.

If there are changes in your circumstances, such as family status, employment, contact information, etc., you must notify the Office of Immigration immediately. You are required to work with one employer until you receive Permanent Residency status. If any changes occur after nomination, you must notify the Office of Immigration and IRCC immediately.

He is not officially quit yet, but yes it's a mandatory step, he knows that. but wondering what is his time to find a new job (is it documented somewhere) to keep his application alive?

I'm not aware of anything official that is published. Maybe others are? I believe the province tells you once you contact them.

Usually 45-90 days but they're going to be very solutions oriented to keep you in Canada - they did get you to come and invest your whole life here after all.
