What sort of increase in pay would justify leaving the province after going through PNP?

Apologies if this has been answered elsewhere, I wasn't able to find something relevant in the search.

I plan on applying for Express Entry in the near future, with an intent for OINP under the human capital priorities stream. I work in a career where jobs are mostly located around the GTA region and in Vancouver. I'm currently living in Toronto, but a few companies that I would love to work for are located in both Toronto and Vancouver. Part of the reason I'd like to work for these companies is due to their pay. Assuming I get a PR through OINP, but I also happen to get an offer from one of these dream companies in Vancouver, would I be allowed to even consider the offer?

If yes, then in what case would my move be justified in the eyes of IRCC? Assume I make $100,000, would an offer of $130,000 be enough? Would I need more?

Clearly you are not at the poverty line and can't use hardship to justify the move. You are moving from one high cost of living city to another equally as high cost of living city. Is the pay increase enough to justify the move? I'm not sure but when weighed against other legitimate reasons like medical treatments, genuine poverty, etc, you can see your reasoning is not so strong. At the end of the day when you get PR you can leave any province, however you run the risk of answering some tough questions during citizenship application.

I’ve been dreaming of moving from my small-town life to a big city. Would money from a small business or casino winnings count as income? I’ve got a lot going on, and I love poker—it’s been a solid source of income for me. Lately, I’ve started looking into it ; Available here more info, and it seems it has real potential. Living in the capital has been my dream since I was a kid!
