What should I do if I passed 90 days for PGWP

I passed 90 days for PGWP, what should I do? I don't want to leave Canada. Should I

1. pay a restoration fee and apply inside Canada PGWP, or
2. apply outside Canada PGWP while I am physically in Canada?

1 is more expensive so seems 2 is the better one. Any other concerns for doing 2?
