I read the language on the CIC website again and no where it says you need to evaluate all your degrees. It just says you will get points only for the highest evaluated degree if it is outside Canada. So if I evaluate my Masters and don't evaluate Bachelors - it should be ok as I am anyways getting more points for my Masters and I can't really get extra points for Bachelors again. So the highest degree that is evaluated will determine how many points you will get. More specifically, this is the language:
"
You will only get points on the FSW selection grid for your highest completed Canadian educational credentials shown in the ECA report."

The other thing is only the FSW program requires you to evaluate your education if it is outside of Canada while the other two - CEC and FSTP - don't require you to do ECA but can give you extra points if you get it done. So let me know if you think otherwise?
