No, not at all.. on the contrary..if you can secure a loan amount ..that's a good percentage of your total expenses, it's good and strengthen's your financial position. It's because recognized banks will do thorough background and financial check of you/your family before they get you the loan. And in this way, CHC saves itself a lot of time for doing the financial investigation form it's own side.
But, of course, you will get a loan only if you 've very good financial capacity and the clear potential to pay it back in future.

Hi,
From what I've heard and read about... getting a loan for Master's programme is definitely easier. Not all banks provide loans for PG cert/diplomas.. But, I guess it depends on you, your financial background to convince and negotiate a deal. In most cases, if you keep a property/land for collateral..you can easily get a loan. If you are form India, then according to a senior member Enfield, UCO bank offers loans without much restrictions to PG cert/diploma students...

For 1 year.. in my opinion, one must realistically consider total expenses of : SHOW MINIMUM FUNDING OF: 1 year tuition fees+ minimum 10,000 C$ for living expenses (better if it's 12k for places like Vancouver and Toronto) + 2,000C$ for return airfare... + personally any other preparation costs like buying winter clothes etc.
