What is the Stepp by Step process for PNP?

Can someone please help me knowing the exact step by step process for getting or applying through PNP?

I am interested for ON PNP.

OOPNP doesn't seem to be sending out any more invites for 2015. And that appears to be the case for other provinces as well.

Oops!!! I am late.

I have been to this link before, but could not understand much out of it.
As per my understanding, I should have a valid job offer for getting OOPNP, is this right?

Not true. OOPNP criteria were to have a CRS score of at leat 400, profile created on or after 1st July, at least a Canadian bachelors degree or equivalent ECA and choosing either Ontario or All provinces and territories in your EE profile.
