I applied for Jan 2023 intake and got visa and travelled to canada on 10 Dec 2022 and got study permit which is valid till April 2024. but I took withdrawal from my college (due to some unavoidable personal circumstances) and took my money back and took withdrawal from GIC and took it back and came back to India on 28 February 2023. now what is the status of my study permit? Can i now apply now in any other college from India and get accepted and simply travel to Canada or do i need to file visa again to enter in Canada? Is there any other way like filing a visitor visa and/OR work permit? Please guide my consultant fooled me and I don't want to go there again.

Case is not weird. You need to apply for a new study permit. Once you withdraw, the college must inform IRCC to cancel plus you never studied at the college long enough to change programs on current study permit.

@Naturgrl thanks a lot for this answer. if I understand it correctly then your answer means. I have to apply and get accepted in a college/Uni again, based on that acceptance letter I have to file the student visa again and then if that gets approved then I can travel to Canada and get a new study permit. Is that correct? Do i have the possibility to file a visitor visa?

Yes, if you dropped out of school then your study permit would be cancelled. You need a new LOA and then apply for a new study permit. You travel when your new study permit is approved unless you have a valid TRV/visitor. Then you can travel to Canada and wait for approval.
