Based on my understandng spousal, common law and conjugal relationship sponsorship has the same processing time line. Is this correct?

My partner is from the Philippines and im applying conjugal sponsorship, how long i need to wait?

Actually its down to 17 months now but from what I've heard conjugal do take longer than normal cases.

No CIC link is going to give you an accurate idea on timelines. They over-generalize and over-estimate timelines, possibly in an attempt to prevent people from thinking something is wrong etc.

The generic time CIC posts is not even close to actual times from most visa offices. You are better to check the threads here dedicated to your visa office, to see others experiences.
