what is the process of reapply after an rejection ?

I a got a rejection for student visa in this session of sept. should I reapply my file ?
what are the chances of visa in this . the reason for rejection is purpose to visit .
come on guys help me what should i do ?

I have done B.tech in (ece) in 2012 with 71% and Ielts 7 bands. I applied for red river college, winnipeg for PG Diploma.
but they refused my application saying that i am having family tie ups in canada so i will not come back india after my study .
so what should i do now?

You should reapply removing the reasons you were rejected. Like for home ties you need to show investment or property in your home country . And also write SOP including why you would come back after completing studies. If all the other papers are good too then you will get visa next time.
