I have listening 9 , reading 8, speaking 7 and writing 6.5 ....overall 7.5 ..? am i illegible ..?

You need a minimum of 7 in writing.

The minimum for the FSW and CEC programs is CLB 7, which is equivalent to a band score of 6 in each skill in IELTS.

NOC B jobs applying under CEC are an exception and have a minimum CLB of 5 (see chart in second link for equivalency).

FST has a minimum of CLB 4/5 (see first link).

You are definitely eligible. But you may not be able to compete without at least a CLB 9 in all tests: that's a Band 8 in Listening and 7 in the others.
