Hi, I have landed in Toronto on a LMIA approved work permit last month. I was looking to apply for PR. I know im not eligible for CEC since I dont have one year Canadian work experience, but what is the difference? So if I wait for one year to apply for PR, I apply in CEC and also get arranged employment points?

Also, my LMIA expired on June 1st. CIC is saying that I can still claim points for arranged employment if I am employed in LMIA approved valid work permit and not necessarily a valid LMIA. Can anyone throw some light on this? Im confused....

In your case it doesn't differ much as you don't have to provide proof of funds as long as you have LMIA-based WP.

So, even if LMIA itself has expired, I can still apply and claim for arranged employment right? My WP is valid for next 3 yrs...

Yes, you still can apply even if LMIA is expired, but see http://www.cic.gc.ca/english/hire/offers.asp

For FSW or CEC your job offer must:

be permanent, non-seasonal and full time, and
be Skill Type 0 (managerial occupations) or Skill Level A (professional occupations) or B (technical occupations and skilled trades) on the Canadian National Occupational Classification (NOC) list.
