I am applying outland. I will be using Canada Post Express Delivery. What is the correct address to use:

Spouses, common-law or conjugal partner and dependent children:

or
Spouse and Common-law Partner (currently living in Canada):
CPC-Mississauga
P.O. Box 5040, Station B
Mississauga, ON
L5A 3A4

Also should I mention outland on my cover letter, so they know how to process?

That is the one if it's regular mail. You need to write what type of sponsorhip( wife, common law) etc. and yes write outland because there have been some problems with VO's sending back applications because there was confusion between inland and outland.
