Fedex, UPS, DHL.... any courier. Or you could use registered mail. Its totally up to you.
Where are you sending it from?

I used Fedex to send to London from Canada.

I'd use Fedex. I know they also excist in Germany, plus I've been happy with their service so far.

Make sure you use a courier, so you can track your passport as it travels.

I heard some mixed stories about Canada Post, so I would be less likely to use them.

so i need to go to fex ex and just send it right?or do i have to ask them for something else?

Follw the instructions you got along with the PPR.
Make sure you are able to track it, and don't put a value on the package, you may have to pay a customs fee if you do.
