She needs to be a permanent resident and physically living in Canada for certain number of years before she can apply for Canadian citizen.

Your wife is already a PR. And assuming that you and your wife has lived together abroad, she meets her PR Residency Obligations. So she can come back to Canada with you and her children. If her PR card has not yet expired, then she can come anytime. If it has expired but she has a visa-exempt passport, she should be able to return to Canada and tell border officials that she has been living abroad with her Canadian husband (bring some proof with you) and they should let her in. If she does not have a visa-exempt passport and her PR card expired, then she will need a PR Travel Document to return unless she will be returning to Canada via private vehicle from the USA.

As for citizenship, she'll have to be physically living in Canada for 4 out the last 6 years to be able to apply so she won't be able to qualify until at least 4 years after she returns to Canada at the earliest.
