What is the best time if you are in Canada to call the CIC and what is their contact number?

I need your help. I decided to try my luck to call them, it is already a month after I submit my partner details for Confirmation of PR email. There is no reply or confirmation from them that they received my reply.

I lived in Alberta, and I don't know what time zone that I am belong.

Give them say 3 months and if there is no response send a webform to CPC Ottawa or where your file been sent. Hopefully things are fast now. Took others several months to receive their AOR.
