What is the best option to call spouse to Canada?

Hello,
I am on an Open Graduate Work Permit (OGWP) and working in an engineering firm in Alberta. I am married and want to call my wife to come here and live with me. There are 2 options as far as I know;

1- Apply for an Open Work Permit (based on spouse's work permit) outside of Canada
2- Apply for a visit visa and when she is here apply for an Open Work Permit from within Canada

Which option is better and more credible? Please advise with pros and cons.

Did you apply for SOWP online from within Canada? Can you share your timelines. I'm in a similar situation. Which country is your spouse from?

- Yes, online. I applied but posed as she was applying herself.
- Took 5 months
- Pakistan
