What is mean't by Written Submission?

Dear members,

Good day

My query is again on IELTS submission - whether it is mandatory?
If am confident of my English proficiency, then i understand that i can skip IELTS and provide a Written Submission instead.

Please let me know regarding this Written Submission ? What is it ? Is there a format for the same ? How can i make it best?

Check here on page 7 http://www.cic.gc.ca/english/pdf/kits/guides/EG7.pdf and you will see that it is MANDATORY to provide original IELTS results with your full documents to CIO if you are applying on or after 26 June 2010. On page 8 it also says that "other evidence in writing will not be accepted as evidence of language proficiency". Hope this helps.
