what is meant by "designated learning institution" ?

Hello, ALL,
I am a visitor currently in Canada since 17 months,
I am a visiting PhD student at the University of Calgary, fully funded by my home government till Oct. 2014 then my Canadian supervisor offered a full fund for the next two years and I already applied at the University of Calgary, got an admission offer, and just waiting for the study permit.
1- am I eligible to apply for study permit from within Canada after the regulation change in June, 1st 2014 ?
2- what is meant by "designated learning institution" ? doesn't the University Of Calgary considered one of the designated learning institution(s) ?

Visitors may apply for a study permit from within Canada if they are at the pre-school, primary or secondary level, are on an academic exchange or a visiting student at a designated learning institution, or have completed a course or program of study that is a condition for acceptance at a designated learning institution.

Nobody know yet. The designated list has not been released. I'd be surprised if the Universities get scratched off. It would more likely be less professional private institutions.

CIC announced that "The educational institutions that will be designated will be determined by provincial and territorial governments in coming months" Obviously, this will occur before June 1.

In my opinion it is very unlikely that any university, college or any public post-secondary institution will not be designated.
