What is Manitoba Exeperinece Fully recognized by provincial licensing body?

In the MPNP program, the Work Experience has maximum point of 175 if the Work Experience is Fully recognized by provincial licensing body? What does it mean? Does the Software Engineers with experience will come under this?

And what is Invitation to Apply under a Strategic Initiative?

here is ans : The licensing points (100) are only awarded to those working in occupations requiring licensing in Manitoba, and have completed all the steps necessary to be able to work in Manitoba at the time the application is submitted.
