What is "Fast Track" Diploma?

14 year academic background overall, does this include the pre-school and grade school, if yes, i think everyone with a bachelors degree have right?

3-i think 6 semester for 3 year and 2 semester for tast track program 2 year....
I have completed my bachelor in mechanical and I got 6 bands in IELTS so is it safe to apply in advance diploma fast track ??? And it can affect on PR ???
