What is exactly First Stage Approval from CIC

Hi,

I need to apply for work permit, and found this question in their online services "I applied for permanent residence to an office in-Canada and was determined to be eligible for permanent resident status (first stage approval)? Don't know what should I say? YES or NO?

I have received my AOR but not sure is it a first stage approval or not. Please help.
