Answer:
For police certificate in Malaysia , it is called "Letter of Good Conduct". For Malaysians and for myself , it took only one day. You should send the original. Hope you have gone to Wisma Putra in Cyberjaya - that is the only place in Malaysia to get it. If in doubt, you may still visit the Kuala Lumpur Visa Office, best to ask them about if you can send without the Malaysian pcc. Don't call them, go there physically and see them. Not sure how long it actually takes for foreigners but I think shouldn't take that long like in your case. Also visit the Wisma Putra office physically and ask them about your status.
Personally, I think you can send first without the pcc for Malaysia - they will ask for it later. But of course better to send all at once. Otherwise you may risk irritating the officer who has the power to reject your application if you have too many mistakes or things missing.
