What is an Employer's Medical Certificate?!!! Urgent help needed!

A friend of mine has a pending Visa application with the Canadian Embassy in Manila under the Live-in Caregiver Program. The embassy requires this document to be submitted: "Your prospective client's Medical Certificate explaining why a caregiver is required." My friend submitted a medical papers issued by a Canadian Clinic and signed by a doctor which contains all the medical conditions of the client but the Canadian Embassy considered it a Medical Report and they still required the Medical Certificate. My questions are: What is a Client's/Employer's Medical Certificate for the purposes of Live-In caregiver application? Who or what agency in Canada issues this Medical Certificate? Help on this matter is highly appreciated. My friend was given 30 days only to submit the aforesaid document. Thank you very much.

Your employer needs a medical certificate STATING THAT A CAREGIVER IS REQUIRED for the person that you will be taking care of. The papers that were submitted only state the medical conditions. It does not say that the person requires a caregiver, does it? Some reasons why a caregiver is required could be:
1. No one in the home is able to able to care give,
2. No one else was found through advertisements,
3. the employer is not able to give out his own medicine,
4. the employer is not able to prepare his or her own meals,
5. the employer is not able to bathe by his or herself,
6. the employer is not able to do laundry,
7 the employer is not able to clean his or her own house,
8. etc


The best and fastest way is for your employer to ask the local member of parliament for help in processing the papers. They will contact the minister of Immigration's office and they will contact the embassy where you applied from.

There have been more and more stringent requirements because I was told by relevant authorities that there have been too many scams in the past.

So there are two choices here. Either (1) inform the employer to ask the local member of parliament for help in processing the papers, (2) ask the employer to get a medical certificate STATING THAT A CAREGIVER IS REQUIRED for the person that will be taken cared of.

Maybe it's better for the employer to try both options.
Who or what agency in Canada has the authority to issue medical certificate?

A certificate is a document signed by the doctor of the employer stating that a caregiver is required for the employer and the reasons on the document why a caregiver is required.
