The CHC ask for your application form. They take over a year to look at it then request documents to back up what you have said onm your form.

Why dodnt they just phone and check with referee's, phones schools and colleges. If they request these things then call around isnt that a waste of time as the letters are proof enough anyway?

Because they want you to do the work. If they were to call everybody's references to check up on them, the waiting time would probably be more like 15 years to get in. So instead, they make you get all the documents, then they look them over. Maybe they will pick out one of your references to call and check up on you. Maybe not.
