what is a certificate of qualification? Can I get it? how can some one get it?

Hi,

I was browsing the ontario immigration website. I am wondering if I can apply for a certificate of qualification from ontario. I have read the file and i think i might be able to get the Network Cable technician certificate of qualification.

I have degree in engineering and looking forward to get this certificate if it is worth getting from province to apply for pr.

I have a degree in electrical engineering with 1 year experience.
Kindly tell me procedure to get certificate of qualification.
